Playing smart means catching up on the California sweeps casino ban status, so you know what’s legal and what’s not. The bill gained major traction, passing in both chambers, with 36–0 votes in the Senate and 63–0 in the Assembly.
The bill has since been signed into law and took effect on January 1, 2026. But what does this mean for sweepstakes casinos in California, and how can players still access legal gaming online in the state? We look at the answers to both these questions here, along with the compliance facts operators and players should know for safe play.

Assembly Bill 831 sailed through both chambers and on October 25th, 2025, Governor Gavin Newsom signed it into law. California’s AB 831 came into effect on January 1, 2026.
Assembly Bill 831 bans the operation of sweepstakes casinos that use the dual-currency format and offer cash or cash-adjacent prizes. Notably, the prohibition applies to sweepstakes casino operators and affiliate partners. Players are not subject to criminal consequences under the Bill.
The aim of the Bill is to prevent cash prize redemptions, rather than to target the operators, narrowing the options for both operators and players.
Now that it is in effect, what does AB 831 mean for gameplay and redemptions for players in California?
Before the introduction of this Bill, sweepstakes gaming operated in a legally gray area by using the “no purchase required” format, which allowed them to maneuver around the state’s existing gaming laws. The state has since put a stop to this by introducing its new Bill. Here’s a look at the Bill’s effect on gaming in the state:
| Gameplay/Redemption Factor | How It’s Changed |
| Access to your sweepstakes casino account | No longer accessible – all access from CA is geoblocked |
| Gold Coin play only | Still available at approved social gaming sites |
| Sweeps Coins play and redemption | No longer available – prohibited in California |
| Payment systems and processing for SC redemption | No longer offered/removed from pre-existing platforms |
| New profiles for California players | Only offered at GC-only sites and new compliant platforms |
Since AB 831 has come into effect, sweepstakes casino operators have been left with 3 options:
While many sweepstakes casinos have withdrawn completely, several have opted to follow the Gold Coins-only route. This means as a player, you can still enjoy social gaming in California, but you’re limited to playing only with Gold Coins with no prize redemption.
But, in a state where traditional online gaming and sweepstakes gaming are both prohibited, you’re not left with many options. If you want an alternative, commercial sweepstakes linked to brand or product sales and Tribal gaming are both still available.

There are multiple compliance facts that are worth noting, whether you’re a player or a social gaming operator in California.
This new Bill focuses on sweepstakes casino operators and their affiliated partners, rather than potential players. Penalties for illegally operating or facilitating the operation of sweepstakes casinos can mean a fine of between $1,000 and $25,000 per violation.
Here is a list of parties who are liable under AB 831:
As a player, if you’re worried about how the Bill impacts you, don’t worry, you’re safe. AB 831 has no bearing on players who:
If you want to keep playing your favorite online games in California, you’re going to have to use approved social gaming platforms that offer Gold Coin-only play. While the prohibition targets operators rather than players, it’s always best to err on the safe side.
